Magnolia, December 20 – Conservative Republican muckraker Ginger Russell caught Precinct 2 County Commissioner Charlie Riley using his so-called “Charlie Riley Band” for a political campaign event at Nichols Sawmill Elementary School on Monday, December 18, 2017, where a school official photographed Riley’s band playing with his campaign logo on the bass drums in place of the less political logo the band previously used. Russell said, “The political corruption between Commissioner Charlie Riley and Magnolia Independent School District is out of control and must be stopped. Besides being unlawful, this is is unfair to anyone else who would like to run a fair race as commissioner. Superintendent Todd Stephens has overstepped his role as a Superintendent and works with Commissioner Riley to make sure he has plenty of face time in front of the school district and its parents.”

As for the new logo on the bass drums of the band, Russell said, “Riley and his band have branded themselves with his ‘CR’ logo, which is on his campaign signs, his campaign shirts, and now it’s on his drums. Obviously, the Charlie Riley Band is nothing more than a campaign tool.”

During the morning of Tuesday, December 19, Russell called the switchboard of Magnolia ISD to ask where the “Charlie Riley Band” would play next. After the receptionist recognized Russell, she transferred the call to Superintendent Stephens’ personal secretary who asked Russell, “Do you have children that go to the school?”

Russell responded, “No. I just want to know when they’re playing.”

Stephens’ secretary then retorted rudely, “Well, then you don’t have a reason to know when they’re playing.”

Russell then said, “I’m a taxpayer.” The secretary then hung the phone up on Russell.

Russell told The Golden Hammer, “I’m a taxpayer of the Magnolia ISD. I’m entitled to know when they’re holding political events for their favored politician. No one should be treated as rudely as I was.”

A Montgomery County Grand Jury is currently investigating Riley, Stephens, Montgomery County Judge Craig Doyal, and possibly others for the following allegations, among others:

  • For the past several years, Riley and Doyal have stored their barbecue trailers they use during political campaigns on County property in the Precinct 2 Commissioners barnyard in Magnolia behind a locked and gated fence. Riley and Doyal have not paid the County anything for the use of that storage space.
  • Precinct 2 employees, past and present, have confirmed that Riley and Doyal have had County employees provide automotive repairs and vehicle maintenance to members of Riley’s and Doyal’s families at no charge to them.
  • Riley and Doyal had the Building Maintenance Department install plumbing and electrical connections at the Precinct 2 barnyard so they could cook there for their political campaigns.
  • On September 14, 2017, Riley admitted in writing, “As far as the County yard storing my personal cooking trailer, that is correct.”
  • On October 13, 2017, Riley, his wife Deanne who is a County employee in the position Riley established for her, and several County employees spent a large portion of the County work day making preparations for his political campaign kickoff the next day.
  • On October 14, 2017, Riley, Stephens, and at least two Magnolia ISD maintenance workers loaded a Magnolia ISD truck at the Magnolia ISD Administration Building with Riley’s personal band equipment stored at the Administration Building for free. The school district employees then transported the equipment to the site of Riley’s political campaign kickoff, unloaded the equipment, participated in Riley’s campaign presentation, loaded the equipment back onto the school district truck, transported it back to the Administration Building, and unloaded the equipment with Riley and Stephens there to help with the unloading and re-storage of the equipment.
  • On October 14, 2017, Riley utilized some County-owned electrical carts as a “train” to carry passengers attending Riley’s campaign kickoff from where they parked to the site of the event. On October 15, 2017, the carts were back in the Commissioners Precinct 2 barnyard behind the locked and gated fence.

Magnolia ISD Superintendent, Todd Stephens can’t seem to abide by the same ISD policy expected of his district employees. The Magnolia ISD policy employee policy states the following:

This past Saturday evening, October 14, 2017 Commissioner Charlie Riley held his campaign kickoff event at Unity Park in Magnolia. Entertainment was provided by none other than the Charlie Riley Band during the evening. In setting up for the band’s performance Riley and Magnolia ISD Superintendent, Todd Stephens utilized a couple of district employees and a Magnolia ISD Maintenance Truck to transport equipment. 

 

Stephens, Riley the maintenance truck, another cargo van and  were seen exiting the Magnolia ISD the Celeste Graves Education Support Center  @31141 Nichols Sawmill Rd around 2:00 pm. The vehicles proceeded to drive down Unity Drive to Unity Park. The vehicles pulled into the park and backed up to the stage area to unload equipment. After unloading the Maintenance vehicle  was then relocated to the administration building until the event was over. In relocating Stephens followed the vehicle back to the administration building and picked up the driver (district employee, Louis Bennett). They then returned to the event in finishing the setting up and practice. 

 

Around 4pm Stephens and 3 other men returned to the Administration building prior to their band performance. The gentlemen were the only ones in the building for 1 1/2 hours. One could surmise they took the 1 1/2 break to watch the OU and Texas Longhorn game before preforming. Just prior to the end of the 4th quarter with OU leading the game Stephens exits the building to retrieve a change of clothes  for the event. Once the event was over at 8:00 pm (1 hour early due to poor attendance) the maintenance vehicle was picked up and brought back to the park to reload the band equipment. It returned to the administration building where Superintendent Todd Stephens and some other band members along with MISD employee Louis Bennett unloaded the equipment. Louis Bennett then returned the vehicle to the maintenance yard and locked it up. He left in a vehicle that remained on the property for the day’s duration registered to Commissioner Charlie Riley.

 

Will the our elected Magnolia ISD elected School Board do anything about this district violation and abuse of taxpayer funds? I seriously doubt it. School boards no longer represent those that elect them they are “yes” people and rubber stamp the schools agenda.

 

The bigger question is will the Montgomery County District Attorney, Brett Ligon stop this taxpayer abuse or will he once again turn a blind eye to it?

Magnolia ISD: Dr. Stephens Where is the TRUTH?

Texas school district, Magnolia ISD, has made national news within the last couple of weeks due to the violation of “parental rights“. Their “NEW” policy prohibited parents from walking their children home from school in the name of “safety'” (I assume they did not think parents would be concerned with their own child’s safety and needed help from the “STATE”).

Magnolia’s new Bear Branch Elementary Principal, Holly Ray, informed parents that there would be no walkers at the beginning of this school year. Since making the news after parents had been issued “trespass warnings” and threatened with arrest the Magnolia ISD administration is now denying there was ever a “no walker policy”. The district claims parents have always been free to walk their children home although we have found no notice stating this fact up until the district released this statement on April 6th. As expected, the district diverts blame for their actions onto the parents. Labeling them as being “verbally and physically” abusive and disrupting school procedures. This diversion technique is a common tactic utilized among Texas School Districts when portrayed in a negative light in the news.

The new walker policy was pulled out of thin air once this news story broke. Parents may now walk their children home twenty five minutes after school dismisses if the car rider line has made its way through the parking lot and possibly a longer if not.  (More of “I” am in control).  So where does the TRUTH lie?

Parent, Robert Zeck provided this statement and a copy of the schools “CAR RIDER RULES” that specifically states “Students will NOT be dismissed to people on foot”.  Notice the bold word “NOT” in this one rule. Seems Ms. Ray wanted to make her point quite clear there would not be walkers. So why all the confusion?

MISD released the following comment to Fox 26 April, 15th stating “We are happy for parents to walk their children home”. I would say we have some major contradictions here. Where in the world are the board members in all of this?

Holly Ray became the new principal of Bear Branch Elementary  this year. Parents upset with the new policy have followed the district’s administrative channels in hopes of reaching an amicable agreement.  Unfortunately, Ray and MISD Superintendent, Todd Stephens dug their administrative heels in and would not budge. One father met with Ray during the fall to discuss revising the new policy. With no agreeable consensus he left Ray’s office voicing his opposition to the “no walker policy” and said he would be at the next school board meeting. The meeting with Ray was held at 9:00 am on Sept 4th. At 4:00 pm the same day a Constable placed a “TRESPASS WARNING” in the father’s mailbox with no explanation as to why it was issued. Upon visiting the constable’s office asking for any and all documents pertaining to the warning, he was told there was nothing. Yes, that is right NO POLICE REPORT.

I would have to surmise that Ms. Ray, as Bear Branch’s new principal, did not want the father to address the first school board meeting of the year voicing complaints directed at her school policies.

Magnolia ISD has since come out claiming the warrant that was issued in the fall was due to the father attempting to be “verbally and physically” abusive to a staff member at Bear Branch Elementary though there is no police report backing up such claims. Fox 26 asked the district the following regarding the superintendents statement.

Now not only has this father, a school volunteer, been portrayed as possibly “verbally and physically abusive”, the district is now claiming his behavior has been an on going problem although there is no report of it. Hmmm, interesting?

 

The district also claimed there was no police report. Well after filing a Public Information Request the Montgomery County Attorney’s office released the police report that doesn’t exist. See below. I would like to mention that the superintendent, Todd Stephens claims in his press releases that a father has continually been a “verbal and physical” danger. Though the police report has zilch information pertaining to this or why a trespass warning was issued.  Interesting. Again Magnolia ISD where is the truth?

Superintendent, Todd Stephens was emailed by the parents asking once again to be allowed to walk their children home as well as having the “Trespass Warning” removed. His response below specifically states there will be no “bike rider or walkers” at Bear Branch. In regards to removing the “Criminal Trespass Warning”, the superintendent left that up to the Ms. Ray, the principal. WHAT? Let’s look at this objectively. We have a man that the district claims is, and has been, a “physical threat” to staff at Bear Branch Elementary prompting them to call Constable, David Hill’s office to invoke a criminal trespass warning. Now the school principal, Holly Ray is qualified to determine when this father is no longer a threat in order to remove the warning? You can’t make this stuff up.

We also have two moms that walked to the school and picked up their children at the close of the school day in March and returned home. Within the hour Ms. Ray calls for a constable from Constable David Hill’s office to serve them papers at their home, in front of their neighbors and children. The constable informs the moms that if they walk their children home again they could either be charged with a class B misdemeanor or arrested. SERIOUSLY?

Asked by Fox News Reporter, Andrea Watkins if the district will apologize for the excessive force and intimidation tactics. The district now claims these moms  have been a continued disruption to the dismissal procedures. More blame shifting and intimidation on behalf of Magnolia ISD district.

The following paper was distributed to parents at the beginning of the year.  The policy states “If you need to come inside the building after school, please remain in the car rider line until you have picked up your child and then park in a designated spot and check in at the front office.” I can see no other reason for that policy except to show the parents of Bear Branch Elementary that she is the boss and will control the parents and children and how they behave at “her” campus. Why else would you want someone to wait in the rider line, pick up their child, park, and then enter the building rather than park and enter the building where their child already was, do your business and return to you car and leave?

Texas State Rep Cecil Bell is now caught in the fray after posting Magnolia ISD’s response to Fox News on his Facebook Page. From all appearances it appears that Rep. Bell supports the Magnolia ISD School District over the parents in this situation and has yet to speak to them (his constitutents) regarding the matter.

Magnolia ISD: 12 Student Withdrawals or 67+ Withdrawals? You be the Judge.

Magnolia ISD has hit the news media by storm this week over a new policy restricting parents from deciding on how best to pick up their children from school. Parents who have walked to the school to pick up their kids have been served papers by the Montgomery County Precinct 5 , David Hill’s Constable’s office for doing so and informed if they did it again they would be arrested. Yes, I would say this was by far an overreach of governmental power and intimidation.

Parents have set up meetings and personally met with Magnolia ISD’s Superintendent, Todd Stephens, Bear Branch Elementary Principal, Holly Ray and spoke at a school board meeting regarding the new restrictive policy with no satisfactory resolution.

It was not until news of this story hit the media that Superintendent, Todd Stephens publicly addressed with the following statement to parents. \Superintendent’s Letter to Bear Branch Parents

 

I find some of Mr. Stephens statements questionable. One being the count of how many students that have withdrawn from Bear Branch Elementary this 2015-2016 school year.

Magnolia ISD Implementing “Marxist” Curriculum

Last week the World witnessed the United Nations 70th Anniversary Assembly in New York. The United Nations is notorious for promoting a Globalist Marxist ideology. We saw Israel’s Prime Minister Benjamin Netanyahu stare down leaders from around the world that would love nothing better than have his homeland of Israel obliterated from the earth.

You would think that here in Texas we would steer away from promoting the UN agenda but sadly that is not the case. We have local Texas School districts implementing the Marxist ideology with the International Baccalaureate Program (IB). Those of us that have actually researched the IB program know that is bent on changing our society.

 At this moment,  Magnolia ISD is promoting and implementing the International Baccalaureate Diploma Program (IB) (11&12th grades). Why would a local Texas School District that supposedly has a “conservative” school board, sit idle by while the administration implements a Marxist program and give up local control of any of their students education to a foreign entity, such as Switzerland? Unbeknownst to parents and taxpayers, the administrations applied for the program in the spring of 2014. Board members and some progressive leaning parents as well  others will say “Well it is an optional program.” Seriously? Having an optional globalist program that supports “international numbness” and not American Exceptionalism that is bent on changing society is ACCEPTABLE? Are we forsaking what the Greatest Generation, as well as others, fought to protect our way of life from abject tyranny at the end of the day?

 As you can see,  the administration filed for the “candidate phase of the IB” program before ever officially presenting the program to the school board on September 8, 2014!! There was NEVER an official school board vote allowing the district to purchase and implement this Marxist program. You would think a school board would have a say on what their students are taught, right?

One parent called me recently asking “What use is a School Board”? My answer is NOTHING! As you can see in this situation, school boards for the most part are just “Rubber Stampers” for the administration. Thhttp://www.redhotconservative.com/wp-admin/post.php?post=4610&action=editey rarely have any real knowledge of the Administration’s agenda. One will rarely find a a school board member that will represent those that elected them into office. Why? They have businesses in the area and need to maintain a positive image by not making waves,  or they have kids in the district and fear they will be retaliated against, or they just promote the same “liberal” ideology.

The Diploma Program has a required course called “Theory of Knowledge” (TOK) that all students must participate in. The TOK has no academic value. It is a “brainwashing” class using Hegel’s Dialectic Theory having students questioning all they know that is “TRUE”. Reminds one of the scripture in Genesis when Satan deceived Eve into eating the apple.

The Magnolia ISD administration states that the IB program is not affiliated with the United Nations. That is a LIE!

Why Magnolia Independent School District must stop the implementation of the International Baccalaureate Program.

1. Anti American/Anti Christian.

UNESCO is about promoting a New Humanism unesco humanism

2. It promotes a Marxist (Collective) Ideology undermining America’s free market system.

3. IB undermines the US Founding Principals.

4. Promotes a world without borders …. Globalism.

5. Assessments are graded and scored on the fact that a students minds can be shaped toward globalism and socialism, rather than toward capitalism, democracy and pro-Americanism. If you don’t “cave in” to the globalist/socialist way of thinking on these assessments, you won’t get a high score, or get in to the elite colleges controlled by the same type of people that promote the IB curriculum to parents.

6. Promotes the United Nations Agenda 21 Sustainable Development Agenda.

7. Supports UN Treaty on the Rights of the Child where if adopted a government’s right supersedes the rights of parents.

8. Should there be arbitration regarding scores or any other matter with the IB program it is handled under Swiss Law. NOTE….Arbitration under Swiss Law is handled by a United Nations Company.

9. The IB Program is very Expensive. Fort Bend ISD got of the program due to the expense. IB requires that all IB instructors be certified by IB–these costs include the IB fee for the seminar, travel, lodging and sometimes car rental expenses. Magnolia ISD has already spent over $50,000 to implement the program and the program is not being implemented until the Fall/2016. More on the cost of the IB Program. Why would Magnolia ISD agree to such astronomical costs to the district for only 2 grades?
